Hazard Mitigation Specialist

As Hagerty grows, we continue to look for talented professionals from a variety of backgrounds to provide holistic solutions to our clients. We are currently seeking Hazard Mitigation Professionals. The position will require travel to client sites during periods of sub-application development, sub-application review and Request for Information (RFI) development, and grant management site visits. When travel is not required, the Hazard Mitigation Professionals can work remotely.

Candidates for Hazard Mitigation Specialist should possess the following qualifications:

  • At least three (3) years of experience focused on Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance (HMA) Program.

  • Experience assisting subapplicants and/or applicants with Building Resilient Infrastructure and Communities (BRIC), Flood Mitigation Assistance (FMA), Hazard Mitigation Grant Program (HMGP), and Pre-Disaster Mitigation (PDM).

  • Understanding of the FEMA Benefit-Cost Analysis (BCA).

  • Knowledge of federal Environmental and Historic Preservation (EHP) regulations.

  • Ability of develop programmatic, BCA, and EHP RFIs.

  • Ability to write competitive HMA project subapplications.

  • Ability to screen / triage subapplications for eligibility, feasibility, cost-effectiveness, and EHP compliance.

  • Ability to provide grant management/compliance services for awarded HMA subgrants / grants.

  • Lead project initiatives for federal, state, and/or local clients, with tasks that include program management, resource management, and risk management.

  • Build client capacity through training, and the development of plans, manuals, policies, and procedures.

  • Strategic understanding of the FEMA HMA program and layered funding approaches with HMA, 406 Mitigation, and the United States (US) Department of Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) Program.

  • Experience effectively working with or managing a team.

  • Outstanding written and verbal communication skills to produce technically and programmatically sound deliverables with little oversight.

  • High proficiency in Microsoft Office Suite products.

  • A bachelor’s degree.

  • Ability to submit a writing sample upon request.

Candidates for Hazard Mitigation Specialist may also have the following qualifications:

  • Consulting experience in the public, private, or non-profit sector.

  • Experience managing projects of various sizes, including developing a project plan, managing a team, creating and managing project budgets, and presenting deliverables to a client.
