Benefit-Cost Analysis (BCA) Specialist

Position Summary:

The Benefit-Cost Analysis (BCA) Specialist will support hazard mitigation and disaster recovery efforts under FEMA's Hazard Mitigation Assistance (HMA) programs. A successful candidate will have experience using FEMA's BCA Toolkit navigating complex project types and performing state-level application reviews to ensure compliance and funding success. This is a full-time position that will be remotely based with client travel involved as needed.

Responsibilities for the Benefit-Cost Analysis (BCA) Specialist

  • Provide technical Benefit Cost Analyses reviews for state emergency management agencies to verify accuracy, completeness, and consistency.
  • Conduct FEMA-compliant benefit-cost analyses for diverse hazard mitigation projects, including flood risk reduction, wildfire mitigation, seismic retrofits, and infrastructure hardening.
  • Provide guidance and training to state and local stakeholders on the development and review of Benefit-Cost Analyses (BCAs).
  • Document assumptions, conduct sensitivity analyses, and produce clear, auditable Benefit-Cost Analysis reports.
  • Collaborate with engineers, planners, and grant writers to develop well-supported and cost-effective hazard mitigation proposals.

Qualifications for the Benefit-Cost Analysis (BCA) Specialist

  • Minimum of five (5) years of professional experiencing performing FEMA Benefit-Cost Analysis for Hazard Mitigation Assistance programs, including the Hazard Mitigation Grant Program, Building Resilient Infrastructure and Communities Program, and Flood Mitigation Assistance Program.
  • Bachelor’s degree in engineering, economics, environmental science, emergency management, or a related field.
  • Demonstrated experience completing Benefit Cost Analysis for wildfire and/or seismic hazard mitigation projects.
  • Demonstrated experience utilizing FEMA's Benefit-Cost Analysis Toolkit (version 6.0 or later) to evaluate and provide detailed reviews for sub applicant submissions.
  • Experience collaborating with state-level reviewers on project evaluations.

Compensation for the Benefit-Cost Analysis (BCA) Specialist Includes:

  • Salary Range of $90,000-$175,000. Compensation decisions depend on a wide range of factors, including but not limited to skills, experience and training, licensure and certifications, internal equity, location, travel requirements, and other business and organizational needs.
